Federal student loans follow different rules
Federal student loans sit outside some of the usual protections. There is no deadline after which they become too old to pursue, and in default the government can divert part of a paycheck through an administrative order, with no court case first.
So a dispute letter about a federal student loan works differently, and the options to get out of default, such as rehabilitation or consolidation, come from the Department of Education's own programs. If the loan is private, the ordinary rules apply: the lender must sue and win a judgment before garnishing, and state time limits apply.

It is not your debt. Numbers get reassigned, so UCB may be trying to reach a previous owner of your phone number. Tell it plainly that you are not the person it wants and ask it to stop calling or texting that number; keep a note of the date.
It is your account, but you want it on paper. You can ask UCB to write instead of call or text, and to stop contacting you at work. Anything important, such as a dispute or a payment plan, is better confirmed in writing anyway.

- Columbus Day (October 11) and the weekend do not count, so the fifth working day after mailing is Thursday, October 14, 2027.
- The dispute period can end no earlier than Saturday, November 13, 2027.
- Mail your dispute to Toledo by certified mail, naming the utility as the creditor and asking for the final bill.
